I have a W2K3 domain. Newly created domain users have access to shared
folders that should only allow access to administrators. The
administrators share has sharing permission for only admins and
security settings for only administrators. I must have something set
wrong, any advice?

It sounds like the users are also domain administrators or administrator on
the computer that has the share if indeed only administrators have access to
the share. Be sure to check the group membership for the user in Active
Directory Users and Computers and on the computer with the share check
membership of the administrators group. By default on a domain computer only
administator and domain admins would show.
