Sorry if this is a perennial question, can't get my head around the various
MS
website comments -

In a new OEM install of Windows Server 2003 R2, which comes with 5 CALS, can
I set the machine up to be a TS using those included CALS or do I have to go
and buy TS CALS in addition to the included User CALS?

Its true, it is a bit of an expense. I guess you save when:
- you have a centralised application like a finance system
- you can reduce what you support on the desktop
- you go the whole way and use thin clients.

Anthony, just a thought - the new box has replaced an old machine which ran
Server 2003 Sp2, this had TS Cals on it. Is it possible to uninstall those
TS Cals and transfer them to the new box?

You can re-use them, certainly. They are not box-specific.
To move licenses from one licensing server to another you need to go through
the MS activation process, which should be self-explanatory from the TS
Licensing GUI. However the licenses don't need to be on the TS box, just on
a licensing server somewhere.
