The symptoms are similar to the Powerchute v6 problem, but this is unrelated.
Powerchute is not installed in this system. I should also point out that it
is a stand-alone system and functions solely as our webserver and host for an
Internet application. Thanks in advance for any suggestions.

Oops. I take back. It's an HP.

Might be the same issue though - java certificate expiration date.

Assuming that you recently updated patches and rebooted.

Look to see if you have any services that are still starting after a reboot.
Look at the properties of those services and 'stop' the service - my guess
is that it will simply hang for ever - the next step is to locate the service
that is still starting and change the name of the file - in my case it was
dell's open manager so renamed it to xxxxx.old - then reboot the server. I
had to 'pull the plug' as it did not want to power off. Power back up and
see if the issue goes.

APC software is the one with the hanging Java Runtime.

is that a definite, that only APC powerchute software that is effected?

Dell's Openmanage Server is java based and also contains java runtime
certificates.
The symptoms were the same and - stopping the Dell OM - fixed the issue
totally.
