If the database does not exist when WSUS is reinstalled, then on Windows
2000 the WSUS installation will fail for lack of a database; on Windows
Server 2003, the WSUS installation will install a fresh copy of WMSDE with
an empty database.

If the configured location of the local content store matches the physical
location of the updates that were kept, then the newly installed WSUS will
'discover' the already available content, and only download content that is
'missing'.

All configuration information, update metadata, approval status, and client
reporting data is stored in the database. If you throw away the database,
then you'll lose all of that information, and it will need to be rebuilt
from scratch.
